Amendments to the subclasses concerning heating, ventilation and refrigeration systems

The Regulation respecting the professional qualification of contractors and owner-builders is amended in order to adapt certain licence subclasses for work on apparatus that is part of heating, ventilation and refrigeration systems. These amendments will come into force on January 16, 2017. These changes focus on the obligation to hold all the appropriate subclasses to work on those apparatus. Contractors who already hold the appropriate subclasses don’t have to qualify again. More precisely, the amendments will allow
  • contractors – heating systems, also members of the Corporation des maîtres mécaniciens en tuyauterie du Québec (CMMTQ), to carry out any work on a heating system, including work that is not reserved exclusively for them, such as air distribution systems or control systems
  • contractors – ventilation to carry out work relating to air circulation or distribution systems, such as the installation of apparatus used to heat a building
  • contractors – heating, ventilation or refrigeration to carry out work relating to heating, ventilation and refrigeration apparatus, as long as they have the required qualifications.

15.1 Contractor – Pulsed air heating systems

Former regulation

15.1 Contractor – Warm air heating systems

This subclass authorizes construction work reserved exclusively for master pipe-mechanics under the Master Pipe-Mechanics Act (R.S.Q., c. M-4) relating to warm air heating systems. It also authorizes, even if it is not reserved exclusively for master pipe-mechanics, construction work relating to propane gas burners part of warm air heating systems and construction work in subclass 15.1.1. Lastly, it authorizes related construction work.

15.1 Contractor – beginning of the modification Pulsed air end of the modification heating systems

This subclass authorizes construction work reserved exclusively for master pipe-mechanics under the Master Pipe-Mechanics Act (R.S.Q., c. Should you modify your licence?

In addition to subclass 15.1, a contractor who wishes to carry out construction work relating to heating and air conditioning apparatus that are part of pulsed air heating systems must hold the subclass 15.9 or 15.10. Therefore, if you intend to carry out this type of work, and you’re not holding the subclass 15.9 or 15.10, you must get the new qualifications required before January 16, 2017. You may:

This subclass authorizes maintenance work relating to warm air heating systems, including propane gas burners that are part of them. It also authorizes construction work relating to heating systems referred to in the fi rst paragraph that is carried out in the territory of a local municipality with fewer than 5,000 inhabitants, except if there is a public sewer system, or in an unorganized territory. Lastly, it authorizes related construction work.

It also authorizes construction work relating to the heating duct systems in the dwellings referred to in the first paragraph. Lastly, it authorizes similar or related construction work.

Should you modify your licence?

In addition to subclass 15.7, a contractor must hold the subclass 15.9 or 15.10 if he wishes to carry out construction work relating to apparatus used to heat and air-condition a pulsed air heating system for the following buildings: detached, semi-detached, and row-type single-family dwellings, and a multi-family building’s private portion held in divided co-ownership. Therefore, if you intend to carry out this type of work, and you’re not holding the subclass 15.9 or 15.10, you must get the new qualifications required before January 16, 2017. You may:

This subclass authorizes construction work that is not reserved exclusively for master pipe-mechanics relating to air-conditioning refrigeration systems with a cooling capacity not exceeding 20 kilowatts and a refrigerant of group A1, A2 or a mixture of both, according to the classification provided for in CSA B-52 Mechanical Refrigeration Code, 1999 edition, published by the Canadian Standards Association, taking into account further amendments that may be made. It also authorizes similar or related construction work.
