Mandatory Continuing Education – Frequently Asked Questions

Obligations and exemptions

  • The obligations apply to construction work guarantors in one or more of the following licence subclasses:

    Building

    • 1.1.1 – Building contractor – New residential buildings covered by a guarantee plan, Class I
    • 1.1.2 – Building contractor – New residential buildings covered by a guarantee plan, Class II
    • 1.2 – Contractor – Small buildings
    • 1.3 – Contractor – All buildings

    Heating

    • 15.1 – Contractor – Pulsed air heating systems
    • 15.1.1 – Contractor – Pulsed air heating systems for certain work that is not reserved exclusively for master pipe-mechanics
    • 15.2 – Contractor – Natural gas burners
    • 15.2.1 – Contractor – Natural gas burner systems for certain work that is not reserved exclusively for master pipe-mechanics
    • 15.3 – Contractor – Oil burners
    • 15.3.1 – Contractor – Oil burners for certain work that is not reserved exclusively for master pipe-mechanics
    • 15.4 – Contractor – Hydronic heating systems
    • 15.4.1 – Contractor – Hydronic heating systems for certain work that is not reserved exclusively for master pipe-mechanics

    Plumbing

    • 15.5 – Contractor – Plumbing
    • 15.5.1 – Contractor – Plumbing for certain work that is not reserved exclusively for master pipe-mechanics

    Electrical

    • 16 – Contractor – Electrical
    • Employees who aren’t guarantors.
    • Guarantors who are builder-owners.
    • Guarantors of companies outside Québec (interprovincial agreements).
    • Guarantors qualifying for the first time for one of the subclasses. They will, however, have to fulfill their continuing education obligations in the following period.
    • Guarantors who still have qualifications but are not guarantors of a company with an active licence. If a guarantor in this situation wishes to become a guarantor again for a company with an active licence, they will have to complete all the missing training hours (hours to be reported from several periods may have accumulated).
    • Guarantors in subclasses that are not targeted.
  • No. Each guarantor subject to the continuing education obligation must complete the full number of training hours required.

  • Guarantors are required to take the hours of training determined by their specialties (heating, construction, plumbing, electricity), not by their employer.

    If you’re a guarantor for several companies, but for the same specialty, your reported training hours will be valid for all the companies.

  • Withdrawal of the subclass(es) or cancellation of the licence, depending on the case. To get back the subclasses covered by the continuing education requirement, you have to submit a new licence application or a licence modification application to the Régie du bâtiment du Québec and complete the required number of training hours.
  • You’ll need to complete the hours required for this period. You won’t qualify for an exemption, since your request is not for a new licence but rather to reactivate an existing one.

Training

  • Delivery modes vary from one program to another. Consult the Continuing Education Directory [Fr] to find out how each program is delivered.

  • Prices vary: they are set by the companies offering the programs.
  • Yes. Use the search filters in the Continuing Education Directory [Fr] to view training programs by region, language or delivery mode.

  • Before registering for a program that interests you, ask the instructor how participants will be evaluated. Whether or not the program includes an evaluation, you will receive proof of participation.

  • There’s nothing to stop you from taking training programs recognized by the RBQ if you’re interested. What’s more, if your status changes during the period, you’ll be happy to have already accumulated some reportable training hours. However, note that you will only be able to report your hours when you become a guarantor for a company with an active licence.

Reporting hours

  • No. Guarantors must go through the ClicSÉQUR express authentication tool to report their mandatory continuing education hours. Unfortunately, we cannot make the report for you.
  • Extra hours will appear in your file at the beginning of the next 2-year period. A maximum of 4 extra hours may be carried over.
  • Please fill out our Contact form and include the following information:

    • your file number
    • the number of the training program to be deleted
    • other details about the error.
  • Go to your continuing education file. You’ll be able to report your training hours and see the hours you still have to complete as well as the ones already reported.

  • No. You need to check your continuing education file to ensure that you have no remaining hours to report.
