Complaint concerning services delivered by an inspector (pre-purchase)

In keeping with its mission to protect the public, the Régie du bâtiment du Québec (RBQ) ensures the qualification and competence of building inspectors who perform pre-purchase inspections of properties. Members of the public may file a complaint about any RBQ-certified inspector who fails to comply with the Regulation respecting the regulation of residential building inspectors for inspections in the context of a real estate transaction.

Note that inspectors have until September 30, 2027 to obtain their certificate.

If your complaint is admissible, the RBQ will send you a new message containing a complaint number and informing you that your complaint will be forwarded to the appropriate teams.

Please be assured that we will keep your complaint, if admissible, in your inspector’s file. The inspector may be called to a hearing to decide whether his or her certification will be maintained. However, since the RBQ has an obligation to protect the personal information it holds, we will not be able to inform you about the progress of this process.

7. Consent

Under the Building Act, the RBQ must keep the information you provide confidential, including your identity. In order to process your complaint, we must therefore obtain your consent for the following:

If you agree, the RBQ may forward your complaint in its entirety (including your personal contact information, where necessary) to the appropriate organization, such as the Office de la protection du consommateur.

Depending on the severity or number of complaints received against your inspector, he or she may be called before the Bureau des régisseurs for a public hearing. If you agree to have your complaint filed at a hearing, a copy will be forwarded to your inspector and may also be forwarded to any person or organization that requests it following the hearing. They will receive your name and the address of the inspection site, but your other personal details (email address, telephone number, home address, etc.) will remain confidential.

Personal information provided with your complaint will be stored, used and disclosed in accordance with the provisions of the Act respecting Access to documents held by public bodies and the Protection of personal information. Subject to the Archives Act, after your complaint has been processed, this information will be destroyed by the RBQ according to the retention schedule.
