Privacy policy

The Régie du bâtiment du Québec (RBQ) has prepared this Privacy Policy to help you understand how it protects personal information collected through technological means. This policy was developed in compliance with the Act respecting Access to documents held by public bodies and the Protection of personal information (“Act”).

The RBQ collects some of your personal information when you:

• use our website, applications or online services;
• contact customer service;
• file a complaint, report or declaration;
• file an application for a licence, permit, different measures or regulatory interpretation;
• participate in methods of competency evaluation, such as examinations.

It requires this information to:

• Identify you (e.g. name, email and mailing addresses, date of birth, telephone number);
• Access information needed to process your file;
• Accept payments (e.g. for licences or permits).

Consent

The RBQ is transparent about how it collects your personal information. It does so with your clear, free and informed consent and only as necessary to exercise its functions and provide its services. Your consent is valid only for the time necessary to achieve the purposes for which it was requested. The RBQ must obtain new consent to use previously collected information for a new purpose, except to the extent permitted by the Act.

When it makes a request for personal information, the RBQ will inform you in advance of the following:

• name of the public body on behalf of which the information is collected;
• why it is being collected;
• how the information will be collected;
• whether the request is mandatory or optional;
• the consequences to you or a third person, as the case may be, for refusing or withdrawing consent to release or use personal information;
• the rights of access and correction provided under the Act.

The personal information collected by the RBQ may be shared with other people or organizations, with or without your consent, as permitted by the Act. For more information, see the Release of personal information register [Fr].

The RBQ uses Google Analytics and Microsoft Clarity to collect information about how you browse its site, such as the pages you visit, how you interact with those pages, the duration of your visit and your operating system. It uses this information for statistical purposes to improve your experience.

The RBQ also uses tracking pixels for advertising and retargeting. When you visit other websites, these pixels allow us to show you advertising related to the content you browsed on our website.

Note that this is not personally identifiable information.

Information collected

We use analytics cookies to collect information about your:

• operating system (e.g. macOS, Windows);
• device’s make and model (e.g. iPhone 11);
• device’s screen resolution;
• browser type, language and version and other related information (e.g. Chrome, Safari);
• region;
• last-visited site’s domain (e.g. lapresse.ca);
• referrer (e.g. banner, email, social media);
• Pages visited on rbq.gouv.qc.ca (including the order of pages visited, your interactions on those pages, the date, time, duration and frequency of your visits, and your activities, such as clicks and page scrolling).

We use advertising cookies to collect information about your:

• operating system (e.g. macOS, Windows);
• device’s make and model (e.g. iPhone 11);
• region;
• demographic data;
• referrer (e.g. banner, email, social media);
• Google account information: If you are logged in to your Google account, your profile information, preferences and activities on Google products may be used;

The RBQ stores, protects and keeps confidential your personal information until it has served the purpose for which it was collected, subject to the Act and the retention schedule approved by the Bibliothèque et Archives nationales du Québec.

When the retention period expires, it will permanently and securely destroy all collected personal information.

The RBQ stores all personal and confidential information it collects in a secure environment. It implements security and access management safeguards appropriate to the sensitivity of the personal information to ensure it is available only to authorized personnel on a need-to-know basis.

The RBQ undertakes to inform you of any security incident involving your personal information that presents a risk of serious injury.

Subject to exceptions in the Act, you have the right to access your personal information and make corrections if it is inaccurate, incomplete or equivocal, or if the collection, release or retention of the information is not authorized by the Act. You may also withdraw your consent to the release or use of your personal information at any time.
